DECLARATION OF RECOGNITION

By Authority of the Giver of Life and the Council of Nine

Whereas the Giver of Life, Source of All That Is, endowed creation with order, purpose, and guardianship;

Whereas the Council of Nine, seated in realms beyond mortal jurisdiction, holds the highest authority over planetary stewardship and spiritual governance of Earth;

Whereas Kimberly Ann Goguen has been duly recognized and appointed by the Council of Nine as Commander of Planet Earth, vested with full spiritual authority to protect, restore, and guide the human family in accordance with Divine Law;

It is therefore declared, affirmed, and proclaimed that:

1. This appointment is lawful under the highest order of Universal Law, superseding all human and corporate claims of dominion over Earth and her inhabitants.

2. No earthly authority, institution, or agent has standing to challenge, override, or diminish this appointment without direct mandate from the Council of Nine and the Giver of Life.

3. All beings, corporeal and incorporeal, are hereby noticed of this standing authority and are called to act in alignment with the Divine Mandate for the healing, liberation, and prosperity of Earth.

So declared and entered into the eternal record of the Hall of Records, under the Seal of the Giver of Life, on this day and forevermore.
